Should I Hire a Fractional CMO or a Marketing Agency?

Both promise marketing results. Both cost money. The right answer depends entirely on your stage, your ACV, and what kind of problem you are actually trying to solve.

The question founders get wrong

Most founders frame this as a cost decision. The fractional CMO costs X per month. The agency costs Y. Which is cheaper? That is the wrong question. The right question is: what kind of marketing problem do you actually have right now?

1. What a fractional CMO actually does

A fractional CMO gives you senior strategic thinking at a fraction of the cost of a full-time hire. They help you figure out what to do — which channels, which messaging, which positioning, which team structure. They build the playbook. What they do not do is execute. They do not run your ads, write your sequences, or manage your SDRs. They think. They direct. They advise. A fractional CMO is the right choice when: you do not have a marketing strategy yet, you are about to hire a marketing team and need someone to set direction, or you have an execution team that lacks senior oversight.

2. What a marketing agency actually does

An agency gives you execution capacity. They run campaigns, manage ads, write content, run outbound sequences, handle SEO. They do the work. What most agencies do not do is strategy. They deliver what you ask for. If you do not know what to ask for, you will get activity without results. Spending without attribution.

An agency is the right choice when: you already know what channels work, you have a clear brief, you need to scale execution faster than you can hire full-time, or you need specialist skills — paid ads, outbound infrastructure, GTM engineering — that do not justify a full-time hire yet.

3. The decision framework

Ask yourself one question: do I know what to do, or do I need someone to tell me what to do?

If you do not know what to do — you need strategic direction, a plan, someone to help you prioritise — get a fractional CMO first. Get the strategy right before you pay for execution. If you know what to do but you do not have the people or time to do it — get an agency. Give them a clear brief, defined KPIs, and a channel to own. Measure weekly.

If you are not sure — you probably need the strategy first. Execution without strategy is expensive.

One thing to watch out for

Some agencies will offer to do both strategy and execution. Some fractional CMOs will tell you they can manage execution too. Both can work, but only if accountability is very clearly defined. Make sure you know exactly what you are paying for and how you will measure it. A monthly invoice with no revenue attribution is a warning sign regardless of who is sending it.
